Genuine question, is USA playing dirty?

I honestly can't tell, and my gut is really starting to default to "we're the baddies" in most situations now. :-/

 I can't remember the context now (most likely pre-Olympics) but there was a gambling ad that really just stopped me cold. I'm getting used to seeing them, don't like it but I'm getting used to it, but this one was something else.

I realize without context this doesn't do much other than agree…"yeah, it's getting ridiculous".
